IMPLEMENTASI PENGISIAN DATA MAPP POWER (MONITORING APPLICATION OF POWER PLANTS) OLEH PT NUSANTARA INDAH ENERGINDO YANG BEKERJA SAMA DENGAN PT PLN (PERSERO) UID S2JB BULAN JUNI 2025

This study aims to analyze the implementation of data input in the MAPP Power (Monitoring Application of Power Plants) by PT Nusantara Indah Energiindo (PT NIE) in cooperation with PT PLN (Persero) Unit Induk Distribusi South Sumatra, Jambi, and Bengkulu (UID S2JB). MAPP Power is a digital system used by PT PLN (Persero) to monitor the operational conditions of power plants managed by Independent Power Producers (IPP). Therefore, accurate and timely data input is essential to support monitoring, evaluation, and decision-making processes. This research employs a qualitative method with a descriptive approach. Data were collected through interviews, observation, and documentation. The analysis is based on the policy implementation theory proposed by Randall B. Ripley and Grace A. Franklin, which focuses on three main dimensions: the level of compliance with existing regulations, the smoothness of implementation in routine operational activities, and the achievement of expected performance and outcomes. The results of the study indicate that the implementation of MAPP Power data input by PT NIE has been carried out; however, in practice, it has not been fully effective or consistent. Several obstacles were identified, including limited internet connectivity at the power plant location, uneven understanding among human resources, and inconsistencies in data input when the power plant experiences operational disruptions. These conditions have affected the effectiveness of MAPP Power as a real-time monitoring tool. Therefore, improvements in human resource understanding, inter-organizational coordination, and technical support are necessary to ensure that the implementation of MAPP Power can operate more effectively and sustainably. **Keywords:** Policy Implementation, MAPP Power, Power Plant Monitoring, PT PLN (Persero), Independent Power Producer.
