KERJA SAMA HANDING OVER MELALUI NCB-INTERPOL CEKO DENGAN NCB-INTERPOL INDONESIA

This study examines the cooperation between NCB-INTERPOL Indonesia and NCB-INTERPOL Czech Republic in handling the repatriation of international fugitives through an alternative and informal mechanism known as handing over. The focus of this research is to analyze how cooperation between the two countries can take place through the perspective of institutional neoliberalism. This study employs a descriptive qualitative method with data collected through literature studies of official INTERPOL documents, annual reports, official police statements, academic literature on international security cooperation, and direct interviews with members of the Indonesian National Central Bureau. The analysis combines empirical data from the 2022 case of the Czech fugitive’s arrest in Bali with the theoretical framework of Robert Keohane and Joseph Nye on institutionalized cooperation. The findings indicate that INTERPOL functions as an international institution that facilitates cross-border law enforcement cooperation. First, through the I-24/7 communication system, INTERPOL effectively reduces transaction costs and accelerates the exchange of criminal information between Indonesia and the Czech Republic. Second, the Rules on the Processing of Data (RPD) serve as a global legal norm that ensures certainty and accountability in data exchange, thereby strengthening trust among member states. Third, transparent bilateral communication between NCB-INTERPOL Indonesia and NCB-INTERPOL Czech Republic enhances technical diplomacy and improves the effectiveness of cross-border investigations. Fourth, this cooperation yields absolute gains for both countries in the form of strengthened law enforcement, enhanced international reputation, and future opportunities for collaboration.
