EVALUASI PENGGUNAAN APLIKASI SARANA, PRASARANA, DAN ALAT KESEHATAN (ASPAK) DI DINAS KESEHATAN KABUPATEN LAHAT (PENDEKATAN TEORI HOT-FIT)

ABSTRACT The Health Office of Lahat Regency plays an important role in managing data on health facilities, infrastructure, and medical equipment (SPA) to support program planning and evaluation. However, as of August 2025, the completeness of ASPAK data remained low, with only 3 out of 35 Primary Health Centers (8.57%) meeting the minimum threshold of 60%. This study aims to evaluate the use of ASPAK at the Health Office of Lahat Regency using the HOT-Fit framework through in-depth interviews, observations, and document review. The results show that in the human aspect, staff understanding of ASPAK is uneven due to limited training, insufficient technical skills, and frequent operator turnover, which disrupts data updating. In the organizational aspect, coordination is in place but supervision is not conducted regularly, and there is no internal SOP regulating data updating and validation. In the technology aspect, the system still experiences errors, slow performance, hacker disturbances, unstable internet connectivity, and limited device availability. In the environment aspect, national regulations and technical assistance are available, yet no internal policy specifically governs the use of ASPAK. In the benefit aspect, ASPAK is useful for monitoring and reporting, but its utilization is not yet comprehensive due to incomplete and inaccurate data, along with various constraints across other HOT-Fit components. Improvement efforts are needed through capacity building for staff, development of SOPs, strengthened supervision, enhancement of technological infrastructure, and increased use of ASPAK data in decision-making.
