IMPLEMENTASI REZIM PARIS AGREEMENT 2015 DALAM PRAKTEK CARBON TRADING OLEH INDONESIA
Climate change is a global challenge that prompted the establishment of the Paris Agreement as a new international regime to supersede the Kyoto Protocol, which was deemed ineffective. As a ratifying country, Indonesia is committed to reducing Greenhouse Gas (GHG) emissions through its Nationally Determined Contribution (NDC). This research addresses how Indonesia implements the 2015 Paris Agreement regime through carbon trading practices. This policy serves as a national strategic instrument for climate change mitigation efforts while simultaneously fulfilling international obligations. This study employs the International Regime Theory framework to understand state compliance with global agreements, alongside Andresen's Concept of International Regime Implementation to analyze the stages of policy application. Using Andresen's concept, implementation is measured based on three main stages: output, outcome, and impact. The results indicate that the implementation of the 2015 Paris Agreement regime within Indonesia's carbon trading practices has proceeded in a systematic and structured manner. In the output stage, Indonesia successfully established a strong legal foundation through the ratification of Law No. 16 of 2016 and the issuance of Presidential Regulation No. 98 of 2021 regarding the Economic Value of Carbon. In the outcome stage, these regulations transformed into functional technical infrastructure with the establishment of the National Registry System for Climate Change Control (SRN PPI) and the launch of the Indonesia Carbon Exchange (IDXCarbon) in September 2023. Finally, in the impact stage, this implementation has encouraged active participation from business entities, such as PT Pertamina Geothermal Energy and PT PLN Nusantara Power, in trading mechanisms and the recording of mitigation actions. Thus, carbon trading in Indonesia is not merely a form of administrative compliance, but a tangible implementation of global values for sustainable climate change mitigation.
