ANALISIS PERAN PETUGAS KESEHATAN DALAM IMPLEMENTASI RATE RUJUKAN DI PUSKESMAS DEMPO KOTA PALEMBANG
Referral services are a crucial part of the healthcare system to ensure continuity of care and improve quality. Healthcare workers play a crucial role in providing optimal referral services. Initial data on the Dempo Community Health Center's referral rate from January to June 2024 showed fluctuations. Most referral rates exceeded the 16.35% target set by the Social Security Agency for Health (BPJS Kesehatan). This study aims to analyze the role of healthcare workers in implementing the referral rate at the Dempo Community Health Center. The research method used was a descriptive qualitative approach. Data collection techniques were conducted through in-depth interviews with 10 informants, observation, and document review. Data analysis used thematic analysis. The results showed that the role of healthcare workers as customers has not been implemented according to standards due to the lack of Standard Operating Procedures (SOPs) that can serve as a reference for service. In terms of communicators, healthcare workers convey referrals, but the method of conveying information still requires improvement in interpersonal communication. As facilitators, healthcare workers still face obstacles, particularly related to the presentation of referral data, which has not been reported in real time. In terms of motivators, healthcare workers provide motivation and patients receive services that encourage them to continue treatment at the healthcare center. Meanwhile, as a counselor, the implementation of this role still faces challenges, as evidenced by fluctuating referral rates. Based on these findings, the study recommends improving staff communication skills with patients, developing an information system to allow for real-time reporting of referral data, appointing supervisors to ensure reporting consistency, and developing a bridging mechanism between the Community Health Center application and the BPJS Kesehatan system.
