MODEL DISTRIBUTED LEADERSHIP DALAM TATA KELOLA PERGURUAN TINGGI MENUJU UNIVERSITAS BERKELAS DUNIA PADA UNIVERSITAS ISLAM NEGERI RADEN FATAH PALEMBANG
The transformation of higher education toward a World Class University (WCU) requires fundamental changes not only in academic performance and internationalization, but also in university governance and leadership models. In Indonesia—particularly within State Islamic Higher Education Institutions (Perguruan Tinggi Keagamaan Islam Negeri / PTKIN)—the pursuit of WCU status continues to face challenges stemming from leadership patterns that remain hierarchical, centralized, and bureaucratic, thereby constraining collective participation across the academic community. This study aims to analyze the implementation of Distributed Leadership (DL) in the governance of the State Islamic University of Raden Fatah Palembang as part of its transformation toward a world-class university, to identify enabling and constraining factors, and to formulate a contextual and applicable DL model for PTKIN. Employing a qualitative approach with a case study design, data were collected through in-depth interviews, observations, and analysis of strategic university documents, and were thematically analyzed with data trustworthiness ensured through source and technique triangulation. The findings reveal that DL practices at UIN Raden Fatah Palembang are empirically present across five key dimensions—participation, collaboration, trust, structure, and recognition—yet have not evolved into an orchestrated and sustainable governance system. DL implementation remains partial, reliant on individual initiatives, and constrained by bureaucratic structures, limited resource capacity, and suboptimal utilization of digital systems. This study proposes an Orchestrated Distributed Leadership model as a framework for strengthening university governance, integrating the values of shura (deliberation), amanah (trustworthiness), and collective leadership to support sustainable internationalization and the achievement of WCU status.
