IMPLEMENTASI PERATURAN GUBERNUR SUMATERA SELATAN NOMOR 28 TAHUN 2020 TENTANG PENGELOLAAN ARSIP INAKTIF DI DPRD SUMATERA SELATAN
The management of inactive records plays an essential role in supporting accountability, work effectiveness, and the smooth operation of government administration. However, preliminary observations indicate that the management of inactive records at the Secretariat of the Regional House of Representatives (DPRD) of South Sumatra Province has not yet fully aligned with the provisions stated in the South Sumatra Governor Regulation No. 28 of 2020. Several issues were found, including improper arrangement of records, poor physical condition of archives, and inconsistent implementation of archival procedures. These conditions became the basis for conducting this study, which aims to assess the extent to which the regulation has been implemented within the Secretariat. This research aims to analyze the implementation of the Governor Regulation in every stage of inactive records management and to identify the supporting and inhibiting factors affecting its application. The study employed a qualitative method with a descriptive approach. Data were collected through interviews, direct observations, and documentation. The research was conducted at the Secretariat of the South Sumatra Provincial DPRD from August to November 2025. The findings show that the implementation of the regulation has not been fully optimal. In terms of communication, information regarding archival guidelines has not been disseminated evenly, resulting in some staff members lacking adequate understanding of the required procedures. Regarding resources, limitations in both the number and competence of archival personnel remain major challenges, along with archival facilities that have yet to meet proper standards. In the aspect of disposition, some employees demonstrate commitment, but awareness of the importance of records management still needs improvement. In the aspect of bureaucratic structure, existing SOP have not been consistently applied across all units. Overall, the implementation of the policy still encounters several obstacles. Strengthening human resource capacity, improving archival facilities, and reinforcing SOP adherence are recommended to ensure that the management of inactive records can operate more effectively in accordance with the objectives of the regulation.
