SISTEM AGRIBISNIS PENANGKARAN BENIH PADI DI KABUPATEN OGAN KOMERING ILIR
Breeding superior rice seeds is one of the business opportunities that need to be developed in an agribusiness system. The agribusiness system concerns all activities in the agricultural sector from the upstream industry, farming, downstream industry to its distribution to consumers. This research aims to (1) identify the problems faced in the production and distribution of rice seeds in OIC Regency; (2) analyze factors related to seed production and distribution problems (government, breeders, markets, and users) in OKI Regency; (3) analyze the relationship between agribusiness subsystem factors in rice seed breeding in Ogan Komering Ilir Regency; and (4) formulate strategies to overcome problems of seed production and distribution with an agribusiness system approach ranging from production sub-systems, market sub-systems to user sub-systems in rice seed breeding in OKI Regency. This research was carried out in Bumi Agung Village, Lempuing District, Ogan Komering Ilir Regency, South Sumatra Province from December 2024 to February 2025. Sampling of breeder farmers in this study used a non-probability sampling method with a sample of 60 people. The data collected in this study includes primary data and secondary data. The analysis methods used include data reduction, SEM, Causal Loop Diagram and SWOT. The results of the study show that the production and distribution of rice seeds in OKI Regency are still constrained by the high cost of superior seeds, limited information, simple post-harvest technology, uncertain weather, and weak logistics infrastructure. Input subsystems such as seeds, fertilizers, pesticides, and agricultural tools have a positive effect on production, while harvest and post-harvest affect distribution. The results of the SEM-PLS analysis show that the input and post-harvest subsystems have a significant effect on seed production and distribution, with the highest determination value on the distribution variable, so these two aspects need to be strengthened. The user subsystem (farmer) has the least influence, signaling the need for a specific strategy so that farmer preferences and participation can further contribute to the success of the seed system. The Causal Loop Diagram (CLD) analysis found two main dynamics, namely (1) reinforcing loops between government–production–market–distribution that can strengthen growth; and (2) balancing the input-production loop that requires management so that there is no excessive dependence on external inputs. The SWOT analysis shows that seed breeding is in an S–O (Strength–Opportunity) position, with the main strengths in the form of good management and distribution networks, as well as great opportunities from market demand and technological partnerships, but it is still necessary to anticipate resource weaknesses and external threats such as pests and policy changes.
