ANALISIS KESIAPSIAGAAN MASYARAKAT TERHADAP BENCANA KEBAKARAN DI KELURAHAN 1 ULU KECAMATAN SEBERANG ULU 1 KOTA PALEMBANG
Residential fires remain a recurring threat in densely populated areas, including 1 Ulu Subdistrict, Seberang Ulu 1 District, Palembang City. The high level of community vulnerability indicates the need to analyze factors that influence community preparedness in dealing with fire disasters. This study aimed to examine the relationship between human, environmental, and management factors and the level of community preparedness based on the LIPI–UNESCO/ISDR (2006) framework. This study employed a quantitative method with a cross-sectional design. The minimum required sample size based on the calculation was 107 households. However, during data collection, 114 households met the inclusion criteria and agreed to participate; therefore, the final analyzed sample consisted of 114 households, selected using a multi-stage sampling technique. Data were collected through structured interviews using a questionnaire covering human factors (sex, age, education, pregnancy, special needs, and combined knowledge and attitude), environmental factors (house characteristics, length of residence, and distance to the main road), and management factors (emergency response planning, early warning system, and resource mobilization). Data were analyzed using univariate and bivariate analyses with the Chi-Square test and Fisher’s Exact test. The results showed that most respondents were categorized as not prepared for fire disasters. Variables significantly associated with community preparedness were knowledge and attitude (p-value = 0,001), emergency response planning (p-value = 0,001), early warning system (p-value = 0,001), and resource mobilization (p-value = 0,027). Meanwhile, pregnancy, special needs, house characteristics, length of residence, and distance to the main road were not significantly associated with preparedness. This study highlights the importance of improving disaster education, fostering positive attitudes, and strengthening community-based fire management capacity as strategic efforts to enhance preparedness in fire-prone areas.
