DISFUNGSI PASAR KULINER 46 DI KELURAHAN RD PJKA BANDAR AGUNG KABUPATEN LAHAT

This study aims to analyze the dysfunction within the 46 Culinary Market in RD PJKA Bandar Agung Village, Lahat Regency, which serves as a hub for MSMEs and a space for social interaction. Despite its economic potential, the market faces various obstacles, including fluctuations in merchant income, irregular stall placement, and sanitation issues that hinder its optimal function. This research employs a qualitative approach with a case study strategy. Data were obtained from one manager, four merchants, and five visitors of the 46 Culinary Market, collected through participant observation, in-depth interviews, and documentation. Data analysis was conducted using the AGIL framework (Adaptation, Goal Attainment, Integration, and Latency) to dissect the dynamics of the market's social system. The results indicate that a fundamental dysfunction occurs within the Integration function, where weak formal regulations and a lack of managerial supervision constitute the root causes of spatial irregularities and cleanliness issues. Within the Latency function (Pattern Maintenance), a paradox was identified where strong social capital proved to be dysfunctional as it hindered the enforcement of formal rules. Consequently, the merchants' Adaptation function operates in an individualistic and reactive manner, which ultimately obstructs the collective Goal Attainment of the 46 Culinary Market as a structured culinary tourism destination. This study concludes that the strength of the informal system (Latency) indirectly preserves the weaknesses of the formal system (Integration), leaving the market trapped in a state of disharmony that impedes its collective development.
