DIPLOMASI BUDAYA INDONESIA MELALUI UBUD WRITERS & READERS FESTIVAL 2022
This research analyzes the role of the Ubud Writers & Readers Festival (UWRF) 2022 as an instrument of Indonesian Cultural Diplomacy in the post-COVID-19 pandemic context. The study argues that the effectiveness of cultural diplomacy through the festival was realized through a synergistic collaborative model between a non-state actor, the Yayasan Mudra Swari Saraswati (YMSS) as the main organizer and curator, and the state actor acting as a facilitator through the Cultural Endowment Fund program channeled via DanaIndonesiana. Using a qualitative approach and the cultural diplomacy theory framework of Gienow-Hecht and Donfried (2010) comprising Agents, Agenda, Vehicles, and Target Audience, the research reveals that government funding was a crucial catalyst for the recovery and return of the festival to an offline format. The Ubud Writers And Readers Festival 2022 successfully functioned as soft power vehicle projecting an image of a resilient and inclusive Indonesia. This was achieved through the philosophical theme "Memayu Hayuning Bawana" (Uniting Humanity), diverse cultural programs such as Odalan and wayang performances, and discussion forums addressing both local and global issues. An audience composition dominated by domestic participants (76%) yet involving significant international attendance (24%) created authentic cultural interaction and expanded the reach of the diplomatic message. The research concludes that UWRF 2022 is a successful example of contemporary Indonesian cultural diplomacy, where strategic collaboration between the state and civil society, along with the articulation of local wisdom in global discourse, can strengthen Indonesia's position and image on the international stage.
