EFEKTIVITAS PELAYANAN PEMBUATAN IZIN OPERASIONAL SEKOLAH DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU (DPMPTSP) KABUPATEN OGAN ILIR
This study aims to analyze the effectiveness of school operational permit services at the Investment and Integrated Services Agency (DPMPTSP) of Ogan Ilir Regency in improving public services and community welfare. However, its implementation still faces several obstacles that need to be overcome. This study uses a qualitative method with data collection techniques through observation, interviews, and documentation. The theory used is Campbell J.P.'s theory of effectiveness, which includes five indicators, namely program success, target success, satisfaction with the program, input and output levels, and overall goal achievement. The results of the study show that it is not yet effective. In terms of program success, the service flow is appropriate, although it is still manual. However, in terms of target success, obstacles were found in requirements such as land legality, management changes, and regional coordination. Program satisfaction showed that completion times were not consistent with Standard Operating Procedure (SOP). In terms of input and output levels, service facilities are adequate except for internal facilities. However, the overall objectives have not been achieved due to the lack of service digitization and the lack of integration of Standard Operating Procedure (SOP) between agencies. Therefore, it is recommended to improve service quality, develop an official application-based digital system, simplify requirements, and integrate Standard Operating Procedure (SOP).
