MODEL PARTISIPASI MASYARAKAT DALAM PENGELOLAAN SAMPAH SEBAGIAI UPAYA PENINGKATAN EKONOMI MASYARAKAT DI KABUPATEN BANGKA
The issue of waste management in Bangka Regency, particularly in Sungailiat City, has become increasingly prominent in line with annual population growth. One of the main factors contributing to this problem is the low level of community participation, even though the success of waste management programs largely depends on active public involvement from the planning stage through implementation. Beyond being an environmental issue, waste management also has the potential to drive improvements in community economic conditions through activities such as waste reduction, sorting, and the utilization of economically valuable waste. This study aims to recommend a comprehensive community participation model that is appropriate to the local context in order to improve waste management performance in Bangka Regency while simultaneously strengthening its contribution to community economic empowerment. The research employs a descriptive qualitative method, focusing on the identification, description, and analysis of the dynamics of community participation. The analytical framework refers to the four dimensions of participation proposed by Cohen and Uphoff, namely decision-making, implementation, benefit utilization, and evaluation. The novelty of this study lies in the development of the Integrated Participatory Waste Governance Model (IPWGM), which conceptualizes community participation as a dynamic and iterative process supported by three main pillars: Empowerment, Institutionalization, and Incentivization. This model offers an integrated perspective within the context of waste governance in Bangka Regency. The findings of this study are expected to serve as a reference for strengthening sustainable waste management policies
