ANALISIS IMPLEMENTASI PROGRAM INOVASI BANG SERA (BANGSAL NUTRISI SEHAT RABAIN) DI RSUD DR. H. MOHAMAD RABAIN KABUPATEN MUARA ENIM

Stunting remains a priority health issue in Indonesia, including in Muara Enim Regency. Dr. H.M. Rabain Regional General Hospital established the BANG SERA Program as an effort to accelerate stunting management through an integrated, cross-professional and cross-sectoral care approach. This study aims to explore innovations related to the implementation of the BANG SERA (Rabain Healthy Nutrition Ward) innovation program implemented at Dr. H. Mohamad Rabain Regional General Hospital, Muara Enim Regency. The method used is descriptive qualitative with an in-depth interview approach, observation, and document review. Research informants were determined by purposive sampling totaling 9 people, consisting of pediatricians, nurses and nutritionists, program managers, and mothers of stunted toddler patients. The results indicate that the implementation of the BANG SERA Program is supported by competent health workers with relevant educational backgrounds and work experience, although it has not been fully strengthened by certified training. Implementers generally understand the program’s objectives and indicators, but workflow implementation remains suboptimal. Infrastructure and funding are sufficient to support inpatient nutrition services, yet still limited in the development of supporting facilities as well as monitoring and evaluation systems. Program reach remains low, with only 20 toddlers reached within six months. Effectiveness is strong in clinical and educational aspects but weak at the system level, while organizational acceptance and program maintenance have not yet been optimal. In conclusion, the BANG SERA Program shows potential as a model for integrated district-level nutrition services; however, it requires strengthening of institutional governance, formalization of guidelines, cross-sector coordination, and a sustainable monitoring and evaluation system to improve program reach and sustainability.
