DAMPAK PROGRAM INDONESIA PINTAR (PIP) TERHADAP ANGKA PARTISIPASI MURNI (APM) SD-SMP DI PROVINSI SUMATERA SELATAN TAHUN 2019-2023
This study aims to analyze the impact of the Smart Indonesia Program on the Pure Participation Rate at the elementary and junior high school levels in South Sumatra Province. The study uses a quantitative approach with a panel data regression method at the district/city level during the 2019–2023 period. The research data is sourced from the National Socio-Economic Survey (Susenas) of the Central Statistics Agency and the budget data of the Smart Indonesia Program (PIP) obtained from the Center for Education Financing Services. The findings of the study showed that the regression between X and Y, without control variables, showed that PIP had no significant effect on APM at both the elementary and junior high school levels. At the elementary level, the level of educational participation has been relatively high and stable, so that changes in aid allocation are not followed by significant changes in APM. However, bivariate regression at the junior high school level, educational participation shows higher vulnerability. It is suspected that junior high schools are in the transition phase of education so that financial assistance through PIP has not been able to encourage the increase of APM directly. This result also assumes that the needs of the community are only calistung, so that further education is felt to be less important for the poor. The results of regression estimation by including the control variables of poverty level, economic growth, and income inequality show that the influence of PIP on APM remains insignificant at both levels of education. This condition indicates that the variation in educational participation is not only influenced by educational assistance and macroeconomic factors, but also by structural barriers related to the characteristics of the educational transition at the junior high school level. Therefore, education policy recommendations from various programs need to include clauses for monitoring the sustainability of education up to the compulsory learning age. In addition, education policies are required to be in sync with other social protection policies.
