IMPLEMENTASI KEBIJAKAN PELAYANAN PERIZINAN SURAT IZIN PRAKTIK BIDAN (SIPB) BERBASIS ELEKTRONIK MELALUI WEBSITE SICANTIK CLOUD DI DPMPTSP KABUPATEN OGAN ILIR
This study aims to determine the implementation of the electronic-based Midwife Practice License (SIPB) service policy through the Sicantik Cloud website at the Ogan Ilir Regency Department of Public Works and Public Housing (DPMPTSP) This study uses Merille S. Grindle's (1980) policy implementation theory. emphasizing three main variables: policy content, implementation context, and outcomes. The research method used was a qualitative case study approach, with data collection techniques saing observation, interviews, and documentation. The informants included civil servants involved in the service process through the Sicantik website, applicants applying for permits, and officials at the Investment and One-Stop Integrated Services Agency. The results indicate that, in general, the implementation of the SIPB licensing service through the Sicantik website has been fully implemented, but is not yet optimal due to limited website usage, with only staff access. This prevents the benefits of digitalization from being directly felt by the public as service recipients. Nevertheless, coordination between implementers is good. This study concludes that the implementation of digital-based SIPB licensing services requires optimization of website utilization, increased capacity of competent human resources, improved SOPs, and strengthening digital services.
