IMPLEMENTASI KEBIJAKAN EKONOMI PEMERINTAH TERHADAP HIMPUNAN PENGUSAHA MUDA SUMATERA SELATAN DALAM UPAYA MEMBANTU MENGEMBANGKAN UMKM DI KOTA PALEMBANG
This research aims to analyze the implementation of government economic policies regarding the South Sumatra Indonesian Young Entrepreneurs Association (HIPMI) in an effort to develop Micro, Small, and Medium Enterprises (MSMEs) in Palembang City. Utilizing the implementation model by Van Meter and Van Horn, this study evaluates six key dimensions: policy standards and objectives, resources, characteristics of the implementing agents, the disposition of implementers, inter-organizational communication, and the economic, social, and political environment. The method employed is descriptive qualitative, with data collection techniques including in-depth interviews, observation, and documentation. The results indicate that, in general, policy implementation has proceeded reasonably well. However, it still faces significant obstacles in reporting mechanisms that are not yet digitally integrated, budget constraints, and a misalignment between HIPMI's organizational flexibility and the bureaucratic procedures of the Office of Cooperatives and MSMEs. This study recommends the need for strengthening measurable success indicators and digitalizing the inter�institutional coordination system.
