IMPLEMENTASI KEBIJAKAN PENYETARAAN JABATAN DAN PENGEMBANGAN KOMPETENSI PNS (Studi Kasus Jabatan Analis Kebijakan Di Kabupaten Manggarai Timur)
ABSTRACT Author : Ahyar Supervisors : Dr. Raniasa Putra, S.IP., M.Si Dr. Muhammad Abduh, M.Si This study aims to analyze the effectiveness of implementing the job equalization policy in developing the competencies of civil servants in East Manggarai Regency. The policy is part of a bureaucratic reform strategy to improve professionalism, motivation, and performance of the state civil apparatus, while promoting more efficient governance. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews with structural officials, policy analysts, and personnel managers; field observations; and document reviews of regulations and official reports. Purposive sampling was used to select tesists directly involved in the policy's implementation. The findings reveal that the job equalization policy has positively impacted the motivation, competence, and work efficiency of policy analysts. However, its implementation still faces challenges such as internal resistance, limited training and capacity development, and budget constraints that hinder the transition process. The study concludes that the success of this policy depends on effective change management, structured communication, and strengthened human resource capacity. Therefore, comprehensive strategic planning and stakeholder support are essential to ensure the policy contributes optimally to bureaucratic reform and improved public service quality.
