EVALUASI KINERJA PETUGAS PELAYANAN TUBERKULOSIS DI PUSKESMAS KABUPATEN MUARA ENIM TAHUN 2025
Tuberculosis remains a significant public health problem in Indonesia and worldwide. Efforts to control this disease are highly dependent on the performance of tuberculosis officers. Performance evaluation is based on the failure to achieve the target for tuberculosis case detection in Muara Enim District. Data from 2024 shows that the case detection rate in Muara Enim District is 69%, below the national target of 90%. This study aims to evaluate the performance of tuberculosis officers through a qualitative approach using a case study design. Data was collected through in-depth interviews with 21 informants, document review, and observation. Data validation was carried out using data, method and source triangulation. Data were analysed using thematic analysis. The results showed that there was strong motivation among all tuberculosis service officers, which had a positive effect on programme implementation, supported by good knowledge reflected in proactive attitudes and patient support, good skills in contact tracing and education, and positive attitudes and optimistic and professional self-concepts. However, performance was not yet optimal due to technical competency gaps, particularly insufficient skills in TCM examination among laboratory staff and programme managers, exacerbated by unstable human resource management (rapid rotation). The failure to detect tuberculosis cases in Muara Enim District was due to the suboptimal performance of tuberculosis service officers. Support in the form of facilities, infrastructure, and training in TCM, BTA, and TPT is needed to support tuberculosis control activities.
