EVALUASI PELAKSANAAN PENDISTRIBUSIAN TABLET TAMBAH DARAH DI PUSKESMAS 4 ULU KOTA PALEMBANG DAN PUSKESMAS SUNGSANG KABUPATEN BANYUASIN
Anemia in adolescent girls is a public health problem that impacts cognitive development, productivity, and reproductive health. The government has implemented a program to distribute Iron Supplement Tablets (TTD) through health care facilities and educational institutions, but the effectiveness of its distribution still faces challenges, particularly related to resource gaps, cross-sector coordination, and target compliance. This study aims to evaluate the implementation of iron tablet distribution at the 4 Ulu Community Health Center in Palembang City (urban area) and the Sungsang Community Health Center in Banyuasin Regency (rural area) based on Edward III's Policy Implementation Theory, which encompasses aspects of communication, resources, disposition, and bureaucratic structure. The research used a descriptive qualitative approach at both health centers, involving 23 key informants from the Health Office, community health centers, schools, and pharmaceutical wholesalers. Data were collected through in-depth interviews, observations, and document reviews. Data validity was ensured through source and method triangulation, and data were analyzed using thematic analysis. The results indicate differences in findings between the two locations according to the evaluation variables: communication aspects (consistency and clarity of information were better in the urban area), resources (availability and quality of facilities were more adequate in the urban area), disposition (implementer commitment was high in both locations with different motivational characteristics), and bureaucratic structure (SOPs were available in both locations but implementation was more adaptive in the rural area). Overall, the implementation of TTD distribution is significantly influenced by the geographical, social, and institutional characteristics of each region. This study recommends strengthening cross-sector coordination and developing contextual distribution strategies tailored to regional characteristics to support the achievement of anemia reduction targets.
