ANALISIS FAKTOR PREDISPOSING, REINFORCING, DAN ENABLING DENGAN PARTISIPASI MASYARAKAT MENGENAI MITIGASI BENCANA BANJIR DI KECAMATAN SEBERANG ULU KOTA PALEMBANG
According to the World Risk Report (2023), Indonesia is ranked second out of 193 countries worldwide in terms of high disaster risk, with a World Risk Index (WRI) score of 43.5 out of 100. This situation is attributed to the country’s high level of exposure and vulnerability to disasters. As one of Indonesia’s major cities, Palembang frequently faces flood risks due to a combination of high rainfall intensity, poor drainage systems, land subsidence, and land-use conversion. This study aims to analyze the predisposing, reinforcing, and enabling factors associated with community participation in flood disaster mitigation in the Seberang Ulu District of Palembang City. This research employed a cross-sectional approach as an analytical survey design, with data collected through questionnaires distributed to 260 community members in Seberang Ulu 1 and Seberang Ulu 2. The findings show significant relationships between knowledge (p = 0.000), beliefs/traditions (p = 0.000), family attitudes (p = 0.000), neighbor attitudes (p = 0.018), community leader attitudes (p = 0.000), facilities/infrastructure (p = 0.000), and access to information (p = 0.000) with community participation. Knowledge was identified as the most dominant factor influencing participation, followed by facilities and infrastructure. Therefore, this study recommends that local government agencies, the Regional Disaster Management Agency (BPBD), village administrations, and educational institutions enhance the quality and frequency of disaster education programs.
