INDUSTRI FILM SEBAGAI ALAT DIPLOMASI BUDAYA INDONESIA TAHUN 2015-2024

This research examines Indonesia’s film industry as a tool for cultural diplomacy between 2015 and 2024, a period marked by transformation driven by governmental policy shifts and the growing international visibility of Indonesian cinema. Using a qualitative descriptive approach based on secondary data, the study explores how films function as instruments of soft power through narrative strength, visual cultural representation, global distribution reach, and their role in facilitating intercultural dialogue. Findings indicate the government’s pivotal role through policies like the establishment of the Creative Economy Agency (Bekraf) in 2015, the development of intellectual property–based financing regulations, and the integration of tourism with creative economy agendas under the Ministry of Tourism and Creative Economy (Kemenparekraf). Concurrently, the film industry experienced substantial growth, seen in increased production, genre diversification, and recognition at international film festivals like Locarno, Busan, and Venice. The expansion of distribution via global OTT platforms further strengthened Indonesia’s cultural presence abroad, although it raises questions about the effectiveness of passive catalogue-based diplomacy compared to traditional proactive approaches. The study concludes that Indonesian cinema holds strategic potential as a cultural diplomacy asset, but its effectiveness depends on cross-institutional policy integration, international distribution support, and sustained creative ecosystem development.
