IMPLEMENTASI KEBIJAKAN PENGELOLAAN SAMPAH PADA BANK SAMPAH DI KOTA PALEMBANG (Studi Kasus di Bank Sampah Sakura Talang Kelapa)
The Sakura Waste Bank Program in Talang Kelapa Village, Palembang City, is a community - based waste management initiative focused on four key aspects: funding, socialization, services, and product development. This study employs a qualitative approach using indepth interviews, observation, and documentation to explore the program’s effectiveness in supporting the sustainability of the waste bank. The findings indicate that funding is the weakest aspect due to the absence of fixed budget support from either the government or partners, causing operations to rely heavily on waste sales and the social commitment of the management team. In terms of socialization, the program has been relatively effective through face-to-face outreach, collaboration with local government and universities, and cooperation with PT Pegadaian through the “Waste for Gold” program, which successfully increases community participation. In the service aspect, the Sakura Waste Bank provides scheduled services, transparent record -keeping, and incentive schemes such as gold savings and umrah savings that offer real economic benefits to customers. Product development activities include producing compost, recycled crafts, and sorting valuable materials, supporting the implementation of 3R principles and a circular economy at the community level. Overall, the Sakura Waste Bank contributes to waste reduction and community empowerment, although longterm sustainability still requires formal funding support and more structured local government policies.
