KOMPARASI KEBIJAKAN EKONOMI INDONESIA TERHADAP VANUATU: STUDI PADA ERA SUSILO BAMBANG YUDHOYONO DAN ERA JOKO WIDODO

The South Pacific region is geographically the closest region to Indonesia, even sharing a land border in the Papua region. The South Pacific region was once a neglected area in Indonesia's foreign policy. Vanuatu became one of the Melanesian countries that attracted Indonesia's attention to the South Pacific region because it consistently raised the issue of the human rights crisis in Papua. This study discusses a comparison of foreign policy, particularly Indonesia's economic policy in Vanuatu, between the administrations of Susilo Bambang Yudhoyono (SBY) and Joko Widodo (Jokowi). The focus of this study is on comparing the priorities and approaches taken by the two administrations in responding to strategic dynamics in the South Pacific region, particularly regarding the internationalization of the West Papua issue. The research analysis uses foreign policy theory with a descriptive-comparative research method and interviews with sources from the Ministry of Foreign Affairs of the Republic of Indonesia. The findings of this study reveal significant differences between SBY and Jokowi in their foreign policy towards the South Pacific region. During the SBY era, there was a greater emphasis on a multilateral approach through various regional forums, strengthening Indonesia's positive image in the South Pacific region, and SBY was directly involved in policy formulation. Meanwhile, during the Jokowi era, the approach was more pragmatic and economic, prioritizing domestic issues, increasing Indonesia's influence as a maritime country in the region through the Pacific Exposition Initiative, and Jokowi did not prioritize personal diplomacy, which meant that the Ministry of Foreign Affairs played a greater role in foreign policy.
