IMPLEMENTASI KEBIJAKAN PENEGASAN BATAS WILAYAH KECAMATAN DAN KELURAHAN KOTA PALEMBANG DALAM PERSPEKTIF MODEL PROTOCOL 7-C

The policy of delineating subdistrict and urban village boundaries constitutes an important instrument for ensuring administrative order and providing legal certainty regarding the scope of authority of each level of government. This study aims to analyze the process of implementing the delineation of subdistrict and urban village boundaries in the City of Palembang. This research employs a qualitative method, with data collected through interviews, documentation, and observation. The analysis is conducted based on the seven dimensions of the Protocol 7-C Model developed by Fanie Cloete, Christo de Coning, Henry Wissink, and Babette Rabie (2018), which include Policy Content, Context, Commitment, Clients and Coalitions, Capacity, Communication, and Coordination. The findings indicate an imbalance in the implementation of the boundary delineation policy at the subdistrict and urban village levels in Palembang. The policy has been implemented in an administratively orderly and hierarchical manner; however, this has not been accompanied by adequate adaptation to local conditions, active involvement of clients and coalitions, or the strengthening of technical capacity among administrative personnel. As a result, the policy implementation tends to prioritize the fulfillment of governmental administrative procedures rather than addressing the broader administrative needs of the territory as a whole.
