The implementation of digital health services in primary healthcare requires both organizational readiness and health workers’ acceptance as system users. This study analyzes the readiness and perceptions of health workers toward digital health services at Tanjung Batu Public Health Center, Ogan Ilir Regency. A qualitative study with a phenomenological approach was conducted through in depth interviews, observation, and document review. Readiness was analyzed using Edwards III’s framework, while perceptions were examined using the UTAUT model. The findings indicate that health workers’ readiness has been established; however, its implementation remains dependent on informal communication, individual initiatives, and has not been fully institutionalized. In terms of perception, digital health services are considered beneficial in improving work efficiency and relatively easy to use after an adaptation process, although perceived benefits and support are not evenly experienced. The study concludes that the successful utilization of digital health services is shaped by the interrelationship between organizational readiness and health workers’ perceptions, highlighting the need for continuous capacity building and sustpained institutional support.
