EVALUASI IMPLEMENTASI DAN STRATEGI OPTIMALISASI TELEMEDICINE DI KLINIK OPINA PALEMBANG
Telemedicine at the Opina Clinic in Palembang is implemented as a WhatsApp-based indirect contact service to handle minor complaints and provide simple follow-up. This service has been operationally implemented, but its use has not yet become a core part of the clinic's service system and has not yet developed into a structured and documented telemedicine system within the clinic's governance. Specific SOPs, remote assessment and triage standards, electronic medical record integration, or formally documented data security mechanisms are not yet available. This study aims to evaluate telemedicine implementation based on technological, organizational, and environmental aspects and to formulate recommendations for strengthening service governance. The approach used was a qualitative case study design through in-depth interviews, observations, and document reviews. The results indicate that from a technological perspective, ease of use of WhatsApp reflects the ease of communication rather than the maturity of the digital service system. From an organizational perspective, telemedicine operates as an operational habit without the support of written policies, standard clinical flows, and structured evaluation indicators. From an environmental perspective, policies related to indirect contact services are still administrative in nature and have not yet become binding operational regulations. In the National Health Insurance (JKN) system, health facilities have capitation contracts with BPJS Kesehatan (Social Security Agency) that are accompanied by quality standards and performance evaluations. Therefore, strengthening telemedicine requires clearer and more binding operational regulations, accompanied by measurable indicators and systematic monitoring and evaluation by BPJS Kesehatan to ensure services develop in a standardized, documented, and accountable manner.
