IMPLEMENTASI KEBIJAKAN PROGRAM KOPERASI MERAH PUTIH PADA TAHAP AWAL PELAKSANAAN DI KELURAHAN SUKODADI KECAMATAN SUKARAMI
This study aims to determine the implementation of the Red and White Cooperative Program policy at the early stage of implementation in Sukodadi Village, Sukarami District. This research is motivated by the fact that the implementation of the program has not been optimal, where the cooperative business units are still limited to basic food supplies and LPG gas distribution, along with limitations in facilities, infrastructure, human resources, and community participation. This study uses a qualitative method with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation. Data analysis used the Miles, Huberman, and Saldana model as well as Merilee S. Grindle’s policy implementation theory. The results showed that the implementation of the Red and White Cooperative Program has been carried out but is still not optimal. The program has provided benefits to the community through the provision of basic necessities and LPG gas services at affordable prices, but the development of the cooperative is still constrained by limited land, facilities, and community participation. In addition, coordination among program implementers still needs to be improved so that the program objectives can be achieved optimally. Therefore, government support, increasing the capacity of cooperative administrators, and more intensive socialization to the community are needed.
