HUBUNGAN EFEKTIVITAS KEBIJAKAN SUBSIDI PUPUK DENGAN PRODUKTIVITAS DAN PENDAPATAN PETANI PADI DI DESA SUNGAI DUA KECAMATAN RAMBUTAN KABUPATEN BANYUASIN
Fertilizer subsidy policy is one of the policies implemented by the government to reduce farmers' production costs, especially in purchasing fertilizers. However, in its implementation, several obstacles are still found, such as the selling price of subsidized fertilizers exceeding the Highest Retail Price (HET) and data duplication in the e-RDKK system, which can affect the effectiveness of the fertilizer subsidy policy at the farmer level. Based on these problems, the objectives of this study are: (1) to describe the implementation of the fertilizer subsidy policy in Sungai Dua Village, (2) to analyze the level of effectiveness of the fertilizer subsidy policy in Sungai Dua Village, (3) to calculate the level of productivity and income of rice farmers in Sungai Dua Village, and (4) to analyze whether there is a relationship between the fertilizer subsidy policy and the productivity and income of rice farmers in Sungai Dua Village. This research was conducted in Sungai Dua Village from December 2025 to January 2026 with a sample of 45 respondents obtained using the simple random sampling method. The data were analyzed using descriptive analysis, Likert scale, mathematical calculations of productivity and income, and Spearman rank correlation test. The results showed that: (1) the implementation of the fertilizer subsidy policy has been running quite well, although there are still obstacles; (2) the effectiveness level of the fertilizer subsidy policy in Sungai Dua Village is relatively high, where based on the overall indicators, it falls into the very effective category, but has not been fully effective when viewed from the implementation in accordance with government provisions; (3) rice farming productivity in Sungai Dua Village has an average of 3,821 kg/ha with an average income of IDR 21,340,000 per planting season; (4) there is a positive and significant relationship between the effectiveness of the fertilizer subsidy policy and the productivity and income of rice farmers, meaning that the better the implementation of the fertilizer subsidy policy, the higher the productivity and income received by farmers.
