STRATEGI DIPLOMASI PEMBANGUNAN INDONESIA DI KAWASAN PASIFIK: STUDI KASUS VANUATU TAHUN 2016-2023
This study aims to examine how Indonesia conducts development diplomacy to achieve its interests in Vanuatu between 2016 and 2023. The method used in this study is descriptive qualitative, with data collection through document studies and literature sources. The research findings indicate that Indonesia implements development diplomacy through four main aspects: soft power, narrative and strategy, institutional arrangements, and diplomatic tools. Indonesia utilizes humanitarian assistance, technical support, and capacity-building programs to build trust and a positive image, while establishing its position as a development partner through South-South cooperation. The implementation of this strategy is driven by institutions such as Ministry of Foreign Affairs and Indonesian AID, which is manifested in various concrete programs in the education sector and sectoral cooperation. Despite difference in political perspectives, especially regarding the issue of Papua, development diplomacy remains an effective method in maintaining cooperative relations and strengthening Indonesia's position in the Pacific Region.
