EFEKTIVITAS LEMBAGA KOMISI PEMILIHAN UMUM DAERAH (KPUD) DALAM PENYELENGGARAAN PILKADA DI KABUPATEN OGAN ILIR TAHUN 2024
This study aims to analyze the effectiveness of the Regional General Election Commission (KPUD) of Ogan Ilir Regency in administering the 2024 Regional Head Election (Pilkada). The research is motivated by a decline in voter participation compared to the previous election, despite all stages being implemented in accordance with applicable regulations. The analysis applies Duncan’s organizational effectiveness theory in Steers (1985), which covers three dimensions: goal attainment, integration, and adaptation. This study uses a descriptive qualitative approach, with data collected through interviews, observation, and documentation. The findings indicate that the 2024 Pilkada in Ogan Ilir Regency was moderately effective. In terms of goal attainment, all electoral stages were completed on time and in compliance with regulations; however, voter participation was not optimal due to the presence of a single candidate. The integration dimension shows effective coordination and cooperation with stakeholders, although communication and public outreach were not evenly distributed. In the adaptation dimension, KPUD demonstrated the ability to adjust to regulatory changes and utilize technology, yet challenges remain in human resource capacity and infrastructure. The study recommends strengthening political education and outreach, enhancing human resource quality and infrastructure, and developing participatory strategies to increase voter participation in future regional elections.
