FUNGSI KOORDINASI BAGIAN TATA PEMERINTAHAN SEKRETARIAT DAERAH KOTA PALEMBANG DALAM PENYUSUNAN LAPORAN PENERAPAN STANDAR PELAYANAN MINIMAL (SPM) KOTA PALEMBANG
The study aims to analyze the coordination function of the Governance Section of the Palembang City Regional Secretariat in preparing reports on the implementation of Minimum Service Standards (SPM) in Palembang City. SPM is a provision regarding the types and quality of basic services that must be provided by the local governments to every citizen. The study employs a qualitative research method, with data collection techniques through interviews with the Regional Apparatus Organization (OPD) included in the SPM implementation team, observation, and documentation. This study uses Hasibuan’s coordination theory, which includes unity of action, communication, division of labor, and discipline. The results show that the coordination function of the Governance Section has been running quite well and plays a role in supporting the process of preparing reports on the implementation of SPM through uniformity of format, clarity of division of tasks, and disciplined reporting supported by the Ministry of Home Affairs’ e-SPM system. Communication is also quite effective through the integration of formal and informal media. However, in the process, technical obstacles are still encountered in the form of inconsistencies in report formats and the absence of a structures and fixed coordination schedule. Therefore, the preparation of a regular coordination schedule is necessary to optimize the data synchronization process for the reporting process in the next period.
