ANALISIS IMPELEMENTASI PROGRAM PEMERIKSAAN KESEHATAN GRATIS (PKG) DI WILAYAH KERJA PUSKESMAS PERUMNAS KABUPATEN REJANG LEBONG

This study aims to analyze the implementation of the Free Health Screening Program (PKG) based on David C. Korten’s implementation fit theory at Perumnas Primary Health Center, Rejang Lebong Regency. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observation, and document review involving 13 informants selected using purposive sampling. The findings indicate that, in terms of the program aspect, the implementation of standard operating procedures has referred to Ministerial Decree No. 33 of 2025; however, it has not been fully optimal due to limited newborn screening equipment, dependence on Operational Health Assistance (BOK) funds, and challenges in mobilizing target groups. Regarding the implementing organization, the quantity and legal status of Health Human Resources (SDMK) are adequate, yet technical capacity development remains limited to online training without structured practical sessions. In the beneficiary aspect, the identification of community needs remains top-down and has not fully aligned with perceived needs. Community satisfaction is primarily influenced by empathy, responsiveness, assurance, and reliability of health workers, while physical facilities are considered inadequate. It is concluded that the implementation of PKG has not fully achieved alignment among the program, implementing organization, and beneficiaries. Therefore, strengthening facility support, enhancing technical capacity of health personnel, and improving needs-based program planning are required.
