IMPLEMENTASI CORE VALUES ASN BERAKHLAK DI DINAS PEMUDA DAN OLAHRAGA PROVINSI SUMATERA SELATAN
The implementation of the Core Values of Indonesian Civil Servants (ASN). known as BerAKHLAK, is a national policy aimed at developing professional, ethical, and service-oriented public officials. However, its implementation still faces challenges, including uneven value internalization, differences in discipline, and performance consistency. This study aims to analyze the implementation of ASN BerAKHLAK Core Values at the Youth and Sports Office of South Sumatra Province and to identify factors influencing the implementation process using the Mazmanian and Sabatier policy implementation model. This study employs a qualitative descriptive approach through interviews, observations, and documentation. The findings indicate that the implementation of BerAKHLAK values has been fairly effective, as reflected in improved discipline, work productivity, and interpersonal relations among employees. Nevertheless, the internalization of BerAKHLAK values as an organizational culture has not been fully achieved, and limitations in supporting facilities as well as the need for strengthened continuous guidance and evaluation remain to ensure optimal and sustainable implementation.
