EFEKTIVITAS REZIM INTERNATIONAL MARITIME ORGANIZATION (IMO) DALAM MENGURANGI PEROMPAKAN KAPAL LAUT 2018-2023 DI INDONESIA

Various risks can occur during shipping, one of which is piracy. Piracy itself is an act of violence, detention, and looting that is carried out outside the law or illegally and is intended to fulfill personal interests. Therefore, regulations and countermeasures for piracy are needed. Therefore, the IMO held a meeting to discuss the determination of maritime security measures, prevention, and regulations based on terrorism on ships. At this meeting, it was agreed that the ISPS Code would be included in SOLAS 1974. Indonesia is an archipelagic country with a high level of shipping and has become an international shipping route due to Indonesia's strategic and advantageous location in the maritime world, namely at the intersection of two oceans, namely the Indian Ocean and the Pacific Ocean. To prevent security risks to shipping, Indonesia has become an IMO member and adopted the ISPS Code in an effort to optimize the implementation of international security for ships and port facilities. This research will utilize Arild Underdal's theory of international regime effectiveness. It will focus on the use of dependent variables, which will be divided into output, outcome, and impact. Qualitative research methods and secondary data such as websites, books, and journals will be used. The results show that the implementation of the ISPS Code in Indonesia is still considered suboptimal and inefficient in preventing and handling ship piracy. By examining the number of attempted and actual piracy incidents, it is clear that although the number of attempted piracy incidents has decreased, the number of actual piracy incidents remains inconsistent.
