COLLABORATIVE GOVERNANCE DALAM PENGELOLAAN SAMPAH: SUATU STRATEGI PEMBERDAYAAN STAKEHOLDER MENUJU PEMBANGUNAN BERKELANJUTAN DI KABUPATEN REJANG LEBONG

This study analyzes the practice of collaborative governance in waste management as an effort to strengthen stakeholder empowerment toward sustainable development in Rejang Lebong Regency. Waste is framed as a multidimensional public issue. The region was selected duc to increasing waste generation, limited infrastructure, and a predominantly disposal-oriented management approach. The study aims to examine collaborative governance practices, identify enabling and constraining factors, and formulate an effective and context-sensitive collaboration model. It adopts the framework of Ansell and Gash (2008) and employs an interpretive qualitative paradigm with a grounded theory approach. Data were collected through in-depth interviews with cight key informants, field observations, and document analysis. NVivo was used for data analysis to map actor relations, complemented by network visualization in Gephi and interpretation through Collaborative Governance and Actor Network Theory frameworks. Findings indicate that collaboration involves government, community, and supporting sectors, but remains largely government-led, with the Environmental Agency as the central actor. Community participation is still concentrated at the operational level and not fully integrated into policymaking. The study proposes a Gradual Institutionalized Collaboration Model (GICM), emphasizing phased institutional strengthening, facilitative leadership, collaborative processes, and stakeholder empowerment to enhance sustainable waste governance at the local level.
