This study aims to analyze the effectiveness of plenary meetings held by the Trial and Legislation Section at the Bangka Regency DPRD Secretariat. The research problem stems from the postponement and cancellation of meetings, which impact the regularity of the agenda and the effectiveness of decision-making. The analysis used Stephen P.Robbins' (1990) Systems Approach, which assesses effectiveness through the dimensions of input, process, and output. This study employed a qualitative, descriptive approach. Data were collected through interviews, questionnaires, observations, and documentation, then analyzed using an interactive model with source triangulation techniques to ensure data validity. The results indicated that, in general, the implementation of plenary meetings was considered effective. Input and output aspects were well-functioning, while in the process aspect, there was still challenge in timeliness due to delays in meeting the quorum. Overall, the integration between dimensions indicated that the implementation of plenary meetings at the Bangka Regency DPRD Secretariat is considered effective, but not yet fully optimal due to delays in implementation due to untimely quorum meeting.
