ANALISIS DISIPLIN PEGAWAI PADA SUB DIREKTORAT DEKONSENTRASI TUGAS PEMBANTUAN DAN KERJA SAMA KEMENTERIAN DALAM NEGERI REPUBLIK INDONESIA

This study examines employee discipline at the Sub-Directorate of Deconcentration, Co-Administration, and Cooperation within the Ministry of Home Affairs of the Republic of Indonesia as an important aspect in supporting the effectiveness of government tasks in fostering and coordinating regional governance. However, inconsistencies are still found, particularly in attendance. This study aims to analyze employee discipline using the Work Discipline Theory (Robbins, 2005 in Kristianti & Pangastuti, 2019), which includes the dimensions of time discipline, rule compliance, and responsibility. The research method uses a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation study. The results show that time discipline is not yet optimal, as indicated by instances of tardiness and early departures, despite the existence of an attendance system and supervisory mechanisms. Rule compliance has been implemented well, reflected in obedience to superiors, adherence to SOPs, employee loyalty, and proper use of official attributes in accordance with regulations. Responsibility discipline is also well implemented, as seen in job accountability, maintenance of work facilities, and employee initiative in completing tasks and providing input. It is concluded that employee discipline is good in terms of rule compliance and responsibility, but not yet optimal in time discipline due to ongoing violations of working hours. Therefore, it is recommended that the institution strengthen consistent supervision of working hour compliance to minimize lateness and early departures, as well as improve employee awareness and responsibility through regular evaluation, coaching, and work motivation so that employee discipline can be more optimal and sustainable.
