SEKURITISASI PENYALAHGUNAAN AKAL IMITASI (AI) SEBAGAI ANCAMAN KEAMANAN INFORMASI: STUDI KOMPARATIF INDONESIA DAN AMERIKA SERIKAT PADA FIGUR PRABOWO SUBIANTO DAN JOE BIDEN

This research is motivated by the rapid development of Artificial Intelligence (AI) technology, particularly deepfakes, which have now transformed into a serious threat to national information security. The misuse of deepfakes to manipulate the images of public figures such as Prabowo Subianto in Indonesia and Joe Biden in the United States presents a new challenge to maintaining data integrity and the stability of public opinion. The primary issue in this research is how the securitization process, which encompasses AI as an information security threat, occurs in both countries. This research utilizes the securitization theoretical framework of the Copenhagen School, which encompasses the elements of securitization: actors, speech acts, referent objects, and extraordinary dimensions. The research method used is qualitative with a comparative study. Data were collected through literature review and documentation of policy reports, official documents from government agencies such as Komdigi in Indonesia and the FCC in the United States, as well as scholarly articles related to deepfake incidents. The results indicate that the securitization process in Indonesia tends to be driven by threats to social stability and identity fraud, while in the United States, there is greater emphasis on the integrity of democratic processes and advanced security. The main conclusion of this study is that although both countries have identified deepfakes as a threat, there are differences in the implementation of extraordinary measures and specific regulations governing deepfake crimes to protect state information surveillance.
