EVALUASI PROGRAM PENGENDALIAN BANJIR DI KOTA PALEMBANG OLEH DINAS PUPR KOTA PALEMBANG
This study aims to evaluate the implementation of the Flood Control Program in Palembang City carried out by the Palembang City Public Works and Spatial Planning Office using the Discrepancy Evaluation Model (DEM) developed by Provus (1971). This research is motivated by the continued occurrence of flooding and inundation despite the implementation of the program. The study employs a qualitative approach with data collection techniques consisting of interviews, observation, and documentation. The evaluation is conducted based on five dimensions, namely design, installation, process, product, and cost–benefit. The results indicate that, in the design dimension, the program objectives still focus on the development of physical infrastructure and do not yet emphasize spatial use control. In the installation and process dimensions, limitations in human resources, facilities and infrastructure, heavy equipment, as well as weather constraints and inter-agency coordination, have caused the program implementation to be less than optimal. In the product dimension, the reduction in flood points and inundation duration has not been evenly distributed or sustainable, while in the cost–benefit dimension, budget limitations have resulted in benefits that are not fully proportional to the resources expended. Therefore, the implementation of the Flood Control Program in Palembang City has not yet been optimal.
