MEKANISME DIFUSI KEBIJAKAN PAKAIAN DINAS BAGI APARATUR SIPIL NEGARA (STUDI PADA BIRO ORGANISASI SEKRETARIAT DAERAH PROVINSI SUMATERA SELATAN)
This study aims to discuss the Diffusion Mechanism of the Civil Service Uniform Policy for State Civil Apparatus (ASN) at the Organizational Bureau of the Regional Secretariat of South Sumatra Province. The study utilizes the theory of policy diffusion mechanisms by Shipan and Volden (2008), which consists of four dimensions or stages: learning, competition, imitation, and coercion. The research method employed is qualitative research, with data collection techniques utilizing triangulation: interviews, observation, and documentation. The data were collected from research informants selected using purposive sampling. The results indicate that the diffusion mechanism of the State Civil Apparatus (ASN) uniform policy at the Organizational Bureau has not been optimally implemented, resulting in differences in the implementation of uniforms across Regional Apparatus Organizations (OPD). This study recommends several measures, including strengthening coordination with OPDs, analyzing the conditions and economic impact of the uniform policy, confirming the policy, conducting regular monitoring of uniform use, and establishing sanctions for uniform violations.
