INOVASI LAYANAN SIMBG PADA PROSES PERIZINAN BANGUNAN GEDUNG FUNGSI USAHA DI KOTA PALEMBANG
The implementation of digitalization in public services has become an essential necessity to improve bureaucratic effectiveness and transparency, particularly in the building permit sector. This study aims to analyze service innovation in the Building Management Information System (SIMBG) within the process of licensing business-function buildings in Palembang City. SIMBG is a national system implemented based on Government Regulation Number 16 of 2021 as a replacement for the previous manual licensing mechanism. This study employs a qualitative approach using a descriptive method. Data collection techniques include in-depth interviews, observation, and documentation. The analysis is based on the service innovation theory of Gallouj and Savona, which emphasizes changes in service characteristics, provider competencies, and interactions with users. The findings indicate that SIMBG represents a form of service innovation that brings significant changes to the business-function building licensing system, particularly in terms of process digitalization, procedural standardization, and increased service transparency. However, several challenges remain in its implementation, such as limited user understanding, the need for manual assistance, and the adaptation of public officials to the digital system. Overall, SIMBG service innovation contributes positively to the improvement of public service quality, although further refinement is still required to ensure optimal and sustainable implementation.
