PENGARUH LITERASI DIGITAL ASN TERHADAP PEMANFAATAN ELEKTRONIK SASARAN KINERJA PEGAWAI (E-SKP) (STUDI PADA BIRO ORGANISASI SEKRETARIAT DAERAH PROVINSI SUMATERA SELATAN)
This study aims to analyze the extent to which the digital literacy of civil servants influences the use of digital technology, particularly the e-SKP system at the Biro Organisasi Sekretariat Daerah Provinsi Sumatera Selatan. In this study, digital literacy is measured using three components of digital literacy from Law et al. (2018), namely digital knowledge, digital skills, and digital attitude/behavior. Meanwhile, the utilization of e-SKP was evaluated using the Technology Acceptance Model (TAM) framework, which includes Perceived Usefulness (PU), Perceived Ease of Use (PEOU), Attitude Toward Using (ATU), and Behavioral Intention to Use (BIU), which ultimately determine Actual System Use (ASU). This study uses a quantitative method with an associative (causal) approach. The data analysis technique used is simple linear regression with the help of Statistical Package for the Social Sciences (SPSS) 25 software. The results show that the digital literacy of ASNs influences the use of e-SKP at the Biro Organisasi Sekretariat Daerah Provinsi Sumatera Selatan. In addition, it was also found that respondents who were male, younger, had a higher level of education, and held functional positions tended to be better able to utilize e-SKP optimally. Thus, this study confirms that digital literacy is an important factor in supporting the implementation of the Electronic-Based Government System (SPBE). The better the digital literacy of civil servants, the more effective they are in utilizing e-SKP as a performance management tool. Regular socialization and technical training activities related to e-SKP, as well as the implementation of peer-to-peer mentoring programs, are expected to be strategic efforts in the utilization of e-SKP.
