The strategy for developing rice (Oryza sativa L.) agribusiness in Palu Village, Pemulutan District, Ogan Ilir Regency, South Sumatra Province is an effort to improve the performance of the rice agribusiness system and support food security and farmer welfare in the lowland swamp area. This study aims to: (1) describe the condition of rice agribusiness, (2) identify internal and external factors in its development, and (3) formulate appropriate strategies and policy priorities. The study used a survey method of 77 farmers from 327 rice farmer populations based on the Slovin formula, supplemented by key informant interviews. Data were analyzed descriptively with a SWOT approach through the IFE, EFE, and QSPM matrices to determine priority strategies. The results of the study indicate that the rice agribusiness system includes integrated subsystems of production facilities, cultivation, post-harvest, marketing, and supporting institutions. Rice agribusiness has great strengths and opportunities, but still faces obstacles such as limited capital, price fluctuations, and climate change. The main recommended strategy is to utilize the strengths of farmers to seize opportunities through increasing productivity based on cultivation technology, strengthening farmer institutions, and increasing access to production facilities and markets. Keywords: rice agribusiness, SWOT analysis, development strategy.
