The standardization policy of fire-fighting facilities and infrastructure in the Western Region of Indonesia has not been optimally implemented, as indicated by limited facilities, unequal distribution, and unmet national standards. This study was conducted at the Ministry of Home Affairs through the Fire and Rescue Sub-Directorate, focusing on the Western Region of Indonesia. The study aims to evaluate the implementation of the policy using William N. Dunn’s evaluation theory, which includes effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A qualitative method was applied through interviews and document analysis. The results show that policy implementation has been carried out but remains suboptimal. Effectiveness has not been fully achieved due to limited facilities, while efficiency is constrained by budget limitations. Adequacy of facilities does not meet national standards, and their distribution remains unequal. However, responsiveness is considered fairly good in addressing community needs, and appropriateness aligns with existing regulations, although implementation in practice is still limited. It is concluded that the policy has not been optimally implemented, particularly in terms of equity, adequacy, and efficiency. Therefore, improvements in needs-based planning, equitable distribution, budget support, and inter-agency coordination are recommended to enhance overall policy effectiveness.
