The COVID-19 pandemic had a significant impact on the global tourism sector, with Turkey experiencing a drastic decline in 2020. In this context, UNWTO as the UN specialized agency for tourism plays a strategic role in facilitating tourism sector recovery. The programs implemented by UNWTO include Tourism Recovery Tracker to monitor global tourism recovery, Global Guidelines to Restart Tourism as policy guidelines for reopening the tourism sector, Global Tourism Crisis Committee for international coordination among countries, and COVID-19 Tourism Recovery Technical Assistance Package providing direct technical support to member countries including Turkey. The findings indicate that UNWTO's role positively contributes to Turkey's tourism recovery through technical support programs and international coordination. However, there are challenges faced including differences in readiness levels among countries in implementing health protocols, limited resources in developing countries to access recovery programs, and the complexity of cross-country coordination in an evolving global health crisis.
