KEBIJAKAN PEMERINTAH INDONESIA DALAM PENANGANAN TPPO SEBAGAI KEJAHATAN TRANSNASIONAL: PERLINDUNGAN WNI DI ERA JOKOWI (2019–2024)

This study analyzes the Indonesian government's policy in handling human trafficking as a transnational crime during Joko Widodo's administration from 2019 to 2024. The increase in human trafficking cases in Southeast Asia has placed Indonesia as one of the countries with the highest number of victims. This study uses a descriptive-analytical qualitative approach with Robert D. Putnam's Iwo-Level Games in Foreign Policy framework. This approach explains that foreign policy is the result of simultaneous interactions between Level I (international) and Level II (domestic). The analysis focuses on the formation of policy win-set s, the role of domestic actors, the structure of political institutions, and the government's strategy in ensuring the deliverability of anti-trafficking policies. The results show that Indonesia's policy in handling human trafficking is not merely a response to international pressure, but rather a product of the tug-of-war between global commitments and domestic limitations. The restructuring of the Human Trafficking Task Force through Presidential Regulation No. 49 of 2023 expands the policy space (win-set) by strengthening cross-sectoral coordination. However, the effectiveness of implementation is still limited by weak data integration, disparities in law enforcement capacity, and the complexity of domestic bureaucracy. Thus, the policy on handling Human Trafficking in the Jokowi era reflects the dynamics of two interdependent levels, where the success of international diplomacy is largely determined by domestic ratification and implementation capacity.
