DAMPAK PROGRAM KARTU PRAKERJA TERHADAP TINGKAT PENGANGGURAN TERBUKA (TPT) DI PROVINSI SUMATERA SELATAN TAHUN 2020-2024

This study aims to examine the impact of the Pre-Employment Card Program on the Open Unemployment Rate (OUR) in South Sumatra Province from 2020 to 2024. The research employs a quantitative approach using panel data regression with a Fixed Effects Model. Secondary data were obtained from Statistics Indonesia (BPS) and the Ministry of Manpower, including SAKERNAS, SUSENAS, Gross Regional Domestic Product (GRDP), and the ratio of Pre-Employment Card Program beneficiaries. The research model applies a first difference (delta) transformation to the dependent variable and a lag specification to the independent variable to capture the dynamic effects of policy over time. The regression results indicate that the Pre-Employment Card Program has a negative and significant effect on the Open Unemployment Rate (OUR), with a coefficient of −0.047403 (p = 0.005345), implying that the program reduces the Open Unemployment Rate. The coefficient slightly decreases (from −0.047 to −0.043) after simultaneously controlling for socio-economic variables (poverty rate, economic growth, and labor force participation rate). However, when controlled partially, only the poverty rate shows a significant negative effect (coefficient −0.185034; p = 0.04798). This finding suggests that the poverty rate strengthens the impact of the Pre-Employment Card Program on the Open Unemployment Rate. Therefore, the program’s effectiveness in reducing unemployment will be greater when community welfare improves, indicating that the success of poverty alleviation programs further supports the effectiveness of the Pre-Employment Card Program
