BENTUK MERKANTILISME DALAM KEBIJAKAN AMERICA FIRST DONALD TRUMP DI SEKTOR EKONOMI

Traditionally, the United States has been considered a key participant in promoting economic globalization by leading the way in free trade, investment liberalization, and strengthening international multilateral institutions. However, economic policy orientation underwent a drastic change during Donald Trump's administration, which was based on the America First doctrine that focused on national interests, trade protectionism, and the revival of multilateral commitments. This change has created a new model of change in the international economy and triggered a trend of deglobalization. This study will focus on analyzing how the America First approach to the economic sector signifies the process of deglobalization and its impact on the global economic system. In this study, a descriptive qualitative method is used, based on secondary data collected through literature reviews, official state reports, international organization publications, and other academic articles. The theoretical framework used in the analysis is the Geoeconomics framework by Blackwill and Harris, which focuses on the use of economic instruments as a means to achieve a country's political and strategic goals. This study only uses three of the seven instruments available, namely Trade Policy, Investment Policy, and Financial and Monetary Policy. The findings show that geoeconomic instruments in the form of concrete steps to create international trade fragmentation include tariff policies against China, withdrawal from the Trans-Pacific Partnership, renegotiation of the North American Free Trade Agreement into the United States-Mexico Canada Agreement, restrictions on foreign investment through the strengthening of the Committee on Foreign Investment in the United States and the Foreign Investment Risk Review Modernization Act, and United States domestic tax policies such as the Tax Cuts and Jobs Act. Not only have these policies caused the United States to cease being a force for globalization and instead become a force for deglobalization, but they have also created systemic impacts through increased trade tensions, disruption of global supply chains, and the strengthening of regional economic blocs. This study concludes that "America First" is not just a local political statement, but a geoeconomic policy that could have a major impact on global economic growth trends during the 2016-2024 period.
