MODEL COLLABORATIVE GOVERNANCE DALAM IMPLEMENTASI KEBIJAKAN PEMBERANTASAN NARKOTIKA DI LEMBAGA PEMASYARAKATAN KELAS IIA TANJUNG RAJA

The eradication of narcotics trafficking is a complex global and national challenge, particularly within Correctional Institutions (Lapas), which possess the unique characteristics of a "total institution." This research aims to analyze the implementation of narcotics eradication policies and formulate an effective collaborative governance model at the Class IIA Tanjung Raja Correctional Institution. Utilizing a qualitative method with a case study approach, this research examines the phenomena through the theoretical frameworks of New Public Management (Hood, 1990), Good Governance (Dwiyanto, 2001), Collaborative Governance (Ansell & Gash, 2008), and Policy Implementation (Edward III, 1980). Data were collected through in-depth interviews, observations, documentation, and Focus Group Discussions with key stakeholders. The results indicate that the existing conditions of collaboration between the Lapas, BNNK, Police, local government, media, and the community are currently symbolic, sectoral, and uninstitutionalized. Interactions between actors tend to be reactive and heavily dependent on personal leadership initiatives rather than robust institutional design. This research identifies that the failure of narcotics eradication is caused by a complex interaction of structural and institutional factors, including governance fragmentation, jurisdictional gaps, and limited institutional capacity due to chronic overcapacity. Furthermore, the study reveals phenomena of internal sabotage and defensive bureaucratic pathologies triggered by weak human resource integrity, which subsequently form a "shadow economy" of narcotics within the system. This condition is exacerbated by real security threats to personnel and an erosion of public trust, which severs the flow of social intelligence. As the novelty of this research, the classic collaborative framework is reconstructed into the Collaborative, Integrity, Security (CIS) Model. This model emphasizes that narcotics eradication in a correctional environment cannot be achieved through incidental repressive actions alone but must systemically integrate three core elements: strategic cross-authority collaboration, risk-assessment-based human resource integrity, and an adaptive security system. The CIS Model offers a new approach that links system security with personnel safety and institutional transparency as an inseparable unity. The implementation of this model is expected to restore institutional legitimacy and serve as a strategic guide in supporting the government's acceleration programs toward a "Narcotics-Free Indonesia" by 2045
